My 1-watt WSPR transmitter has been operating on 30m every half-hour, 24 hours a day (except when I'm on CW myself.) This is a plot of WSPR reports on 30m received from VK for 18th and 19th August. My station is in Tucson, in southern Arizona in the SW of the USA.

The horizontal scale is time, UTC and the vertical scale is the relative s/n of my WSPR signal received in VK.
For VK7, around 05:00 to 07:00 UTC seems to be a good time for me. 06:00 was good for VK5DG, with a very weak report for me, but it's not clear for the few other VK5 reports.
Just satisfying my own curiosity.
